The regular meeting of the Township Council of the Township of Lower, County of Cape May, State of New Jersey was held on April 21, 2008 at 7:00 p.m. in the meeting room of the Township Hall, 2600 Bayshore Road, Villas, New Jersey.

 

The Clerk announced that the meeting was being held in compliance with the Open Public Meetings Act and that adequate notice of the meeting had been provided according to law.

 

The following members of Council were present for roll call taken by the Clerk:

Councilmember Douglass  motioned to adopt the consent agenda items #1-8, seconded by Councilmember Conrad.  The consent agenda was adopted by the following roll call vote: Councilmember Conrad, “yes”, Councilmember Mazurek, “yes”, Councilmember Douglass, “yes”,  Mayor Craig, “yes”.

 

                                            Presentation - Will Morey - Aeronautic Show

 

Mr. Morey said he had been planning this aerobatic competition for the past 9 months.  He said he had been flying for 34 years and the aerobatic competitions had helped with safety and techniques.  He stated the Cape May County Airport had an ideal layout and hoped to have the show as a family event. 


Mr. Morey said he met with the DRBA and told them what his intentions were and said it was scheduled for June, and it was not an air show it was a aerobatic competition.   He introduced Craig Wissman the Vice President of Chapter 58 of IAC who had extensive experience in running those events.

Mr. Wissman thanked Council for the opportunity to speak and said Mr. Morey gave a good overview.    He said this was an important part of enhancing pilot skills also competitions were held at regional events.  He stated Mr. Morey came up with the idea for it to be held at the Cape May County Airport.  He mentioned there should be between 25-50 pilots and the event would go from Wednesday with the competition held on Saturday and it consisted of 5 categories of difficulty. 

Mr. Wissman said there had never been an accident at any U.S. regional event and the emphasis was on safety also following policies and procedures, again it wasn’t an air show.  The flying would be contained to a 1,000 cubic foot area and that was over the airport property.

Councilmember Mazurek asked if they could give Lower Township a plug. 

Mr. Morey said he would be happy to answer any questions and wanted to promote the area and would work with Lower Township.

Ordinance #2008-07, An Ordinance Accepting and Authorizing Revisions To The Rules and Regulations of The

 Lower Township Police Department , was presented for second reading and final adoption.  The Clerk announced the ordinance was posted and published according to law and copies were available in the Clerk’s Office.

Mayor Craig opened the meeting for comment on the ordinance.

Ordinance #2008-08,  An Ordinance Amending Chapter 340, Section 16 of the Code of the Township of Lower,

 Entitled “Violations and Penalties”, By Revising Subsection “C” and Adding Subsection “D” to Chapter 340-16., was presented for second reading and final adoption.  The Clerk announced the ordinance was posted and published according to law and copies were available in the Clerk’s Office.

Mayor Craig opened the meeting for comment on the ordinance.

Councilmember Conrad told the audience if anyone had question to call him on his cell phone 780-0802.

 

                                                       Lower Township Talent Night

Councilmember Mazurek said he heard good comments on the talent night and thanked everyone involved and said they did a great job.

Councilmember Douglass said he was able to attend ½ the show and also heard nothing but good comments and hoped they did it again next year.

Mayor Craig thanked Eileen and Rose and all the great talent.

                                                            Make a Wish Weekend

Mayor Craig mentioned make a wish weekend was next week and said last year $88,000 was raised and the money stayed in Cape May County.

Councilmember Mazurek said his grandson was involved in a couple make a wish events and it was a great organization.

                                                               Feasting on History

Mayor Craig said May 6th was Feasting on History and a lot of the restaurants in the area participated and there would be great food to taste.

                                                                     Rotary Park

Mayor Craig said he had the opportunity to go to Rotary Park for Earth Day and the kids noticed an excessive amount of cigarette butts.  The kids wrote to Council and asked that containers for the cigarettes butts be placed there so it would be cleaner.  He said he would see that the containers were put there.

                                                                    Little League

Mayor Craig said the Little League would be having a fund raiser at the Bayview Restaurant this weekend.

                                                                   Douglass Park

Councilmember Douglass said Douglass Park was open and some areas were restricted as the grass was being maintained.  He said there were some hockey games and softball games played.

 

                                                                 Public Comments

Joe Winters asked if the gates at the park were operational.

Councilmember Douglass said he believed the police had the remote control for the gate.

Mr. Winters said a survey was done and it was suggested to grease the rollers and install a turnbuckle and it would work.

Mayor Craig said they had a hard time opening the gate.

Mr. Winters said if it was squared up right it would work.

Janet Pitts said there were 3 signs that said no tobacco products at Rotary Park.

Bob Rizzo said the signs were put up recently.

                                                                      Fire Tower

Janet Pitts asked if the Township gave up the $400,000 Small Cities DCA for the fire tower. 


Mayor Craig said the MAC grant didn’t deprive the Township of any grant money.

 

 

There being no further comment, Councilmember Douglass motioned to adjourn the meeting, seconded by Councilmember Conrad the meeting unanimously adjourned by verbal “ayes” at  7:35 p.m.
