The
Lower Township Department of Parks & Recreation strives to
provide a comprehensive park system, recreation programs and
special events for the entire community. The Administrative
Office, which is located in the Recreation Center, is open
Monday through Friday from 7:00am to 4:30pm. The Recreation
Center is open to Lower Township residents and their guests
seven (7) days per week. The Recreation Center consists of: a
game room which has three (3) pool tables, a Ping-Pong table,
air hockey table, foosball table and a television. Vending
machines are available. The Center also has a full court
gymnasium equipped with six (6) basketball rims and a stereo
system. Children under the age of ten (10) years of age must be
accompanied by a responsible adult. The Recreation Center also
has a weight room with free weights, dumb bells, treadmill and
benches. Participants must be at least sixteen (16) years of age
to use the weight room without adult supervision. The facility
is free to Lower Township residents.
All residents using the building for the first time must fill
out the Recreation Department's Resident Form. This form may be
obtained at the Superintendent's Office or at the "Center
Circle" by any staff member.
The Center has two (2) meeting rooms
available for clubs and non-profit organizations. To request
use of one of the meeting rooms please complete a "Use of
Facilities Form" which may be obtained
at the Recreation Center or the Millman Center. The
Department of Parks & Recreation also oversees the Millman
Center, which is located on Bayshore Rd. For more

The Millman Center has two (2) meeting
rooms and a full kitchen. There are twenty (20) non-profit
organizations and groups that meet here. To request use of
one of these rooms please obtain a "Use of Facilities Form"
at the Millman Center or the Recreation Center. Complete and
return to either aforementioned locations. For more

There are seven (7) parks and one (1)
community swimming pool in Lower Township, which are owned
and/or operated by the Township. The parks are open public
at no cost, but there is a minimal fee for use of the pool.
The following is a list with a brief description and
location of each:
- Clem Mulligan Complex is located on
Mowery Ave. between Caroline and Bates Aves. in the Villas.
Mulligan Complex has two (2) lighted basketball courts, two
(2) Little League Baseball Fields, a Street Hockey Rink,
jogging path, concession building, benches, picnic tables
and playground equipment.
- Rotary Park is located on Bayshore Rd.
right in front of the Lower Township Municipal Utilities
Authority. This is a wooded park with playground equipment,
swings, benches, pavilions, restrooms, picnic tables and
B.B.Q. grills.
- Mindy Park is located on Mindy Ave. in
North Cape May. Mindy Park is a small neighborhood park with
a swing set and table.
- Freeman S. Douglass, Jr. Memorial Park
is located on Seashore Road adjacent to the Lower Cape May
Regional High School. It consists of 3 lighted fields : a
football/soccer field, multi-purpose field, and a regulation
size baseball field. There is also a lighted hockey rink, 3
tennis courts, 2 basketball courts, concession stand,
restrooms and a playground area.
- Tranquility Park is located in
Tranquility II and has a gazebo with park benches. It is
used as a passive recreation area.
- David Douglass Park is located on the
canal next to the Cape May - Lewes Ferry grounds. It has
pavilions, picnic tables, benches and a scenic view. Bring
your fishing poles!
- Mitnick Park is located on Jonathan
Hoffman Rd. in North Cape May (across from Channel
Apartments). Mitnick Park has two (2) tennis courts, a
basketball court, playground equipment, pavilion, B.B.Q.
grills, benches, picnic tables and a youth soccer field.
The Lower Township Swimming Pool is
located on Winslow Ave. in North Cape May. It is an outdoor
pool and is open from June to September.
Fees
Lower Twp. residents through property taxes, make a
significant contribution to the operation of the Department
of Parks & Recreation. Nonresident fees are charged so
nonresident participants can fairly contribute to the
overall financing of the program(s). Fees are listed
separately for Lower Twp. residents and Out-of-Township
residents. A Lower Twp. resident is defined as a person who
lives and or owns/operates a business within Lower Township.
Priority Registrations
Residents of Lower Twp. have a priority registration period.
Residents are encouraged to take advantage of this
opportunity, as once registration is open, registrations are
first-come-first-serve only!
Participation Limitations
Limits have been placed on the size of some programs'
participants to assure quality instruction/playing time. You
should make sure to register on time to assure yourself o a
place in these programs. Proper registration must be
completed prior to anyone participating in any Recreation
Department programs.
Use of Facilities
Anyone who desires to use a Recreation Department
facility/equipment must complete a "Use of Facilities"
application. All organizations seeking to use the Township's
facilities/equipment are required to provide with the
completed form adequate proof that they are a duly organized
non-profit organization under the laws of the State of New
Jersey including submission of articles of incorporation
and/or formation, bylaws or other organizational documents,
together with a resolution requesting safe use. If fund
raising is to be conducted proof that you are registered
with the State of New Jersey is required.
Refunds
A full refund is automatic when classes/programs are
canceled due to insufficient registrations. Refunds may be
given in the event of unavoidable conflict, etc. Please
allow at least 2 weeks for processing the refund.
Program Transfers
Program transfers will be allowed if a request is made prior
to the activity starting date, and if an opening exists in
the desired program.
Cancellations / Modifications
The Lower Twp. Dept. of Parks & Recreation reserves the
right to cancel, combine or divide classes, teams and/or
programs to change times, dates, places, coach/instructor
and make any revisions deemed necessary without prior
notice. |
